In defence of fear: COVID-19, crises and democracy Dan Degerman a , Matthew Flinders b and Matthew Thomas Johnson c

 ABSTRACT The COVID-19 crisis has served not just to instil fear in the populace but to highlight the importance of fear as a motivating dynamic in politics. The gradual emergence of political-philosophical approaches calling for concern for ‘positive’ emotions may have made sense under non-pandemic conditions. Now, however, describing fear in the face of a deadly pandemic as ‘irrational’ or born of ‘ignorance’ seems ‘irrational’ and ‘ignorant’. In this article, we draw upon the work of John Gray and behavioural science to present a defence of fear. We show how the pandemic has highlighted deficits in the work of four thinkers highly critical of fear: Martha Nussbaum, Zygmunt Bauman, Hannah Arendt and Sara Ahmed. We argue that, if such approaches are to be of value in anything other than optimal conditions, then they have to acknowledge the fundamental role of fear in helping human beings to pursue fundamental interests.

 Crises, perhaps by their very nature, are highly emotive events. The COVID-19 crisis is no exception. Within the emotional landscape of crisis, a range of feelings – such as anxiety, panic and dread, faith and confidence – clash and collide in a dynamic and uncertain social milieu. It is, however, possible to suggest that the threat that crises present to fundamental notions of social organization and behaviour generally ensures the dominance of one key emotion: fear.


P. 2- Martha Nussbaum (2018), for example, has presented fear as an intrinsically narcissistic emotion, antithetical to full maturity and citizenship. Indeed, the pandemic has provided prima facie evidence in support of this negative account of fear. Narcissistic fear may have been seen in mass panic buying and hoarding; at a societal level, the introduction of state-led social controls – i.e. lockdown and social isolation – has played into liberal fear of authoritarianism. There may also, though, be reason to challenge received wisdom of the ‘badness’ of this emotion. Fear has been central in motivating people to comply with the kinds of decisive public health measures necessary for restricting transmission of the virus (see for example, Rasmussen & Goodman, 2020, Ch. 12; Chon & Park, 2019). It may also have played a role in fomenting collective action in support of vulnerable individuals and healthcare institutions

O Projeto de Vida pode ser pensado como uma alternativa que se pode alçar ao estudante, surgindo como espaço para a problematização e debates de questões atinentes à sua vida e seu futuro, especialmente para demonstrar que, embora pesem muitas críticas sobre ela, ainda é relevante para sua vida. O que ocorre nela pode ser aproveitado para seu crescimento pessoal e autoconhecimento. Artefatos legais são produzidos para orientar as práticas escolares quanto a esta tarefa, como as Diretrizes Curriculares Nacionais (DCNs), que consideram a Educação Básica um estágio em que se pode construir uma “[...] cultura na perspectiva da emancipação humana” (Brasil, 2013, p. 47). Reconhecem a escola de Educação Básica como “[...] espaço privilegiado de formação pelas contribuições que possibilitam o desenvolvimento do ser humano” (Brasil, 2013, p. 339), processo que busca incentivar práticas pedagógicas inovadoras que visam o desenvolvimento da vida pessoal, social e profissional dos estudantes. A Organização das Nações Unidas para a Educação, a Ciência e a Cultura (UNESCO, 2022, p. 74), em sua proposição para a educação no mundo, reforça que os “[...] currículos devem abordar o conhecimento como uma grande realização humana que pertence a todos”.

Há que se pensar na escola como contributiva para os anseios concretos da vida cotidiana e de demandas emergentes oriundas de adolescentes e jovens. Quando a escola diz pouco ou se distancia do seu viver, abandonam-na e procuram lugares mais atrativos, bem longe dela, que oferecem meios e mecanismos para sua sobrevivência e protagonismo. Cabe produzir sentido por meio do conhecimento científico trabalhado na escola. Quando este não responde aos seus anseios e demandas, produz apatia e gera inconformismo. Não se trata de produzir amenidades e buscar somente o que produz prazer, mas de envolvê-los para que compreendam que é preciso esforço, trabalho duro e muita energia para se chegar a certos resultados. Que sem empenho e estudo a escola perde sua essência e sua razão de ser lócus estudioso.
